Eli Noto is Co-Founder, COO, and Head of Product at Change Agents, where he oversees operations, finance, and product strategy. He drives the product roadmap for the company's AI and automation platform, working across design, engineering, and customer delivery to turn complex regulatory workflows into simple, scalable processes. Eli is committed to building a lean high-leverage organization using the latest AI tooling to streamline internal operations and elevate the team's capabilities. Before Change Agents, he spent several years in digital payments startups and several years at Salesforce in operations and analytics roles.

Founding Engineer
Ian is an entrepreneur and technology leader with a quarter century of experience at the intersection of ecommerce, security, and compliance. At Google Cloud, he managed a team of Solutions Architects focused on security and regulatory compliance. He advised major enterprises from around the globe and authored several whitepapers. He contributed improvements to the PCI DSS v4.0 specification that were adopted into the standard and served as a technology ambassador at trade events. A multi-time founder with three successful exits, Ian has architected and engineered platforms that have processed hundreds of millions of dollars in transactions. At Change Agents, he brings deep expertise in scalable infrastructure, machine learning, and web security to the mission of transforming how compliance and legal teams operate.

Raeleen Blaisdell
Associate Managing Director
Raeleen is a former senior regulator with the New Hampshire Department of Banking, where she served as the Director of the Banking Division and previously as the Director of Consumer Credit. Raeleen was also a Deputy Commissioner in the Division of Banking for the State of Wyoming, and an examiner at the CFPB. Raeleen brings 20 years of experience in money transmitter and mortgage regulatory compliance, working cross-functionally with legal, operations, risk, and business teams to identify regulatory risk, implement controls, and support corrective action efforts. Her background spans BSA/AML compliance, money-transmitter regulatory requirements, and small-loan compliance frameworks, including risk assessments, monitoring, training, and program support.

Amita Wadhera is a seasoned legal professional specializing in advisory, compliance, and risk management for companies in the blockchain, cryptocurrency, securities, and commodities markets. A former Assistant Attorney General, she led major securities fraud investigations and prosecutions, securing significant settlements and collaborating with federal regulators including the DOJ and SEC.
